Windows 10: Password Sync

I have an issue with my account on my PC. When I look at the account under manage my accounts the account shows up as a Local Account, but when I attempt to convert it to a Microsoft account under Accounts there is no option to do so. It looks like a Microsoft account already and only offers options to manage my Microsoft Account. The added issue is that the local account password appears to be corrupted so I cannot do anything with this account. Any suggestions on what might have happened and how to address it?

I suggest you to log-in to the system using the same Microsoft account and try the below steps.

  Go to settings and click on Accounts.
  
• 
  Click on Sync your settings on the left pane, turn on all the sync option and verify your account.

Edge passwords are not syncing to Windows Phone 10

That is not the point. Sync is built into Edge. They are supposed to sync across devices. All my bookmark and and reading list syncs. Just user names and passwords doesn't.
