Windows 10: pc 100% disc issue - impossibly slow. windows pro 10 on dell optiplex

I have had an impossibly slow pc for a couple months now. in the task menu, it is showing 100% disc. I have been through the internet and read some solutions of which I have tried. When I followed the instructions at the below link, something helped but it only lasted a day. (I don't know which step because I tried all of them).
Actually I didn't do the skype fix because I don't think my pc has that. the system file checker did say that it found corrupt files and that it was able to fix some but some were not able to be fixed.

Windows 10 Cant read DVD-RW disc in VR format on HP 8530w pro laptop or Dell Optiplex 380

As title says I Cant read files on DVD-RW discs recorded in VR format (recorded on Toshiba DVD recorder and finalised) on my HP 8530w Windows 10 pro laptop. The drive is an Optiarc DVD RW AD-7561S with firmware AH03. Drive reads/plays standard DVDs fine.

Can't be 100% but think it worked when laptop was Windows 7 pro before upgrade to 10 so think it may be OS related especially as also have a DELL OptiPlex 380 (different drive) with same issue (Windows 10 Home version).

Any ideas please?

Dell Optiplex Clean Install of Windows 10

We have 20 new Dell Optiplex 7020s on the way with Windows 7 preloaded. I'd like to know the steps to perform a clean install of Windows 10.
