Windows 10: pc always at 100 disk when not before

Hey I upgraded my 1050 ti to a 2070 and all I have noticed is now i am at 100% on games I wasnt before and that I get stutters extremely whenever I play. So far I have updated drivers, reset my pc, and updated windows to no avail any help would be nice here are my specs: I was also thinking an SSD would solve the issue is this true?Specs:CPU: AMD Ryzen 5 1400RAm: 16 gbmotherboard: AB350M GPU: Geforce rtx 2070storage: 931 GB Seagate ST1000DM010-2EP102

Clean install, disk usage at 100%

I've seen that article. and I am in fact not running that driver. I followed the steps and it does not appear in the list.

100% disk usage

My version and build is “Version 21H2 (OS Build 19044.2006) There is no available update for Windows Security. I’m currently working on the steps to disable CompatTelRunner. (edit: after rebooting my computer after method 1, still 100% disk, should I continue with the other methods or is there something else you suggest?)
