Windows 10: PC become slow after power cut

i am using hp elitebook 830 g6 and laptop's battery is not holding charge. i am using it on direct power.however after powercut , when i again turn on the pc it become really slow for some time. it even happens if i shut down the computer and remove the power cable and plug it in. I have done all the things available on internet like power management except removing the battery because it is not removable.Please help

Thanks Phillip for Your Response, But the Problem Not Solved. I Tried Both SFC Scan and Power Trouble Shoot. SFC scan find and fixed some Issues. Troubleshoot find "Minimum Processor state is set too high" and It Fixes Automatically. But After restart, I Run
Troubleshoot again and It Shows the same Fixing again, and it Still happens. But Still My Problem Remains ..(Battery Power Cuts off)
