Windows 10: Pc black screen with blue spinning curser

Every time I turn on my PC it’s just a black screen with a spinning circle nothing else I can’t do anything to get my PC back to normal

Windows 10 constant spinning blue circle next to curser. I can use the cursor as normal, but the blue circle never stop, never blinks. Just spins.
