Windows 10: Pc booting as hdd instead of ssd or nvme

I was updating to nvme and had tried to copy my sata data to the nvme and i was able to copy the data. However I had set the nvme to be number 1 priority for boot and it didn't work i was looking into solutions but then my pc had started booting into the hdd instead of the sata drive. It used to be on windows 11 but it is now on windows 10

NVMe to HDD to NVMe

Instead of cloning, I have a 512gb nvme ssd, I want to upgrade, could I flash a clean install to my HDD, from

Redirecting then remove my old SSD, put my new one in, then flash it over to the new SSD for quicker booting?

 

NVMe to HDD to NVMe

Directly buy new NVME ssd of higher capacity. then do a clean installation for quicker boot and good performance.

Don't buy HDD unnecessarily at present.
