Windows 10: PC boots but after the Windows 11 jingle plays, there is a black screen with mouse cursor...

Hello I'm at my wits ends.I've had trouble today with my pc not executing shutdown, neither through the shutdown button, nor cmd shutdown. I forced it to shut down through the power button, but now my when my pc boots up, there are no troubleshooting lamps on my motherboard, my bios seems to be booting up normally too Although I cannot access my bios either and then the Windows jingle plays, but nothing happens. There is only a black screen with the cursor being able to be moved, but it shows the blue throbber the entire time. Nothing happens from then on, I tried finding over solutions over

It is frozen or just black screen in Safe mode ?
might try to repair Windows by an installation DVD or a USB stick

Sounds like the old... windows black screen of death.
