Windows 10: PC boots up with a cursor on top left corner blink.

I was trying to reinstall windows after BSOD.I was using a USB drive for the process.The PC booted up but every time a cursor on top left corner of the screen kept on blinking and then after some time the windows logo would show up.After the windows logo shows, the laptop displays an error message saying your PC could not start properly we will restart it for you. Then the same thing happens like the cursor showing up and the logo being shown, if someone knows how to fix it please help.Also just for more info I was first trying to boot up the computer using uefi mode and the legacy mode with t

Blank Screen, Blinking Cursor

Windows 10 PC crashed, now have blank screen with blinking cursor in upper left, can't boot -- suggestions for how to connect, please?

 

Black screen with blinking cursor

I run Windows 10 and have a black screen with a blinking cursor in the upper left corner. I can hit Control, Alt, Delete, and it reboots momentarily, show the Dell logo and F2 Setup anf F12 Boot Options in the lower right corner. Regardless of what key
I hit, it goes right back to the Black screen w/ cursor. I can't seem to do anything. Any suggestions?

 

Top left corner icon keeps moving



This is what happens on every single boot, the "This PC" icon loads in top left corner, when I move it back into the block it stays there until the next startup, then is back in the top left corner again?
