Windows 10: PC can't boot past Windows logo

So a couple weeks ago there was a spill on my computer that caused it to shut off on its own, and wouldn't boot back up. After replacing the motherboard I was able to get it to turn on, but it wouldn't boot past the windows logo sometimes would say automatic repair but would never do anything.Since then I have replaced the PSU, the RAM, the CPU, and have tried using another GPU. None of this fixed it.So I assumed it was a hard drive issue, but the computer also won't get past the gigabyte logo when attempting to boot to a Windows Installation USB without any hard drives attached.What in the

Tried with suggested steps but not succeed,

still can see HP boot logo

MSI bios boot logo (frozen?)

I don’t think I see an option to do that. I checked both boot and advance settings. On the top shows “aptio setup utility” and I think it’s ver 1.4 since I see it in advance settings. But other than splash screen option, I don’t see it. :/
Maybe I should update bios if available?

 

Sabertooth 990fx won't boot to windows logo, it shuts down

to boot and enter bios and load windows, any todays PSU (with the correct plugs) will work, AFAIK

to enter BIOS only low wattage is used.
Then, during boot, the HDD and a bit later the videocard card start to demand juice, then the other devices and periphericals... so the total demand during boot up is incrementing step by step, that's why a failure halfway could indicate a PSU problem....
