Windows 10: "PC did not start correctly" everytime I tried to boot my PC

So every morning, when there's a buffering logo and below it, it says "preparing automatic repair" "diagnosing your PC" etc. Eventually, it led to:

This happens for a week and a half. At first, it's not really an issue since everytime I hit restart, it fixes itself but a week later, I hit restart for 2 times and it still led me to "your pc did not start correctly" instead of the login screen.So, I turned off my pc and I turn it on again and click restart when it led me to "your pc did no start correctly windows and it magically fixes it.

2 days later, I tried the same thing of turning off my pc and it did not fix it. So, I went to advanced options > troubleshoot > startup repair and it fixes it.

Today, I did the same thing and it did not fix it. I tried sfc/scannow on cmd and it is said that "windows resource protection could not perform the requested operation". I went to startup settings and reset but I did not click anything from f1 to f9 and my pc shutdowns without me turning it off.

I turned it on and it fixes it, it got me into login screen and it is not on safe mode.

I went to cmd and ran sfc/scannow and it is said that "windows resource protection did not find any integrity violations.

"Windows PC did not start correctly" on loop

I recently installed the latest Windows 10 update and noticed my computer was slower afterwards (computer game would start lagging and alt+tab would take longer to actually switch between game and other apps). I disabled nearly every background app and some startup apps but that didn't fix anything. I then tried a system restore to before the update, but after my computer booted again, it said there was an error. I then tried to revert back to the last Windows version and that's when I started getting the "Windows PC did not start correctly" loop.

The system repair option fails. The system restore option failed and now there isn't a restore date available. The computer reset option failed. Booting into safe mode fails. No matter what I do I can't even get to the log-in screen.

I have tried various command prompt entries including scannow and still nothing.

Any suggestions are appreciated! Or even suggestions as to where I could get help (I just got this PC in July the manufacturer has a 1-year hardware warranty).
