Windows 10: PC download speed has slowed down after formatting PC

Hiya,Earlier today, I suspected that a virus made its way onto my computer. My browser was being slow loading up websites, I got a glimpse of a notification threat from Windows Defender, but after going onto it, it had disappeared. Although I might've been able to take less drastic measures to remove the problem, I feared for the worst and formatted my PC, not realising it would remove all my games and software.After formatting my PC, I have found no previous symptoms of the virus from before. But my downloading speed has awfully slowed down, despite still being connected to the same Ethernet.

• I would suggest you to test the speed using any of the speed test website or app to confirm the upload and download speed.
• I also suggest you to reset the wireless router to check if that helps.
  
• You may plug in the Ethernet cable if available and check the speed.

Microsoft store download speeds and windows 10 app load speeds are very slow

• The latest update I have showing is "2018-02 Cumulative update for Windows 10 Version 1709 for x64 based system KB4074588"
• I've tried all the below steps suggested by Eeshwar Kumar in this link: Redirecting
