Windows 10: PC gets frozen on first boot screen

Hello, I recently booted up my pc after it was running normally the night before and it will not go past this screen. I tried reinstalling windows with a usb and I even tried resetting. But whatever action I perform it ends up freezing midway through. In the picture shown this is what I see indefinitely after I do a normal startup. I simply turned my pc off for the night and woke up and turned it on and it froze on this screen. If I try booting into safe mode it just loads a black screen which I can’t do no actions on. When I try to reset it fails or gets stuck at 73% completion indefinitely.

My pc screen is frozen

Last pm my desktop HP Windows 10 had a frozen screen. I have explained in part what I have tried. I have worked for hours with nothing happening. I used a google search to do many things that were suggested.
Pressed Esc 2 times, tried Alt ctrl delete- finally the screen with taskmanager showed but, while the mouse will move clicking it does nothing. There were several other "fixes" with different keys that I can find and write out for you if needed. I decided to switch to the other hard drive. I hooked it up. Turned on the pc and I got the same exact frozen screen!! I took out a very old screen and tried the that screen. It was frozen also. If I need to take it in to a computer repair company. I am not sure what I take in. But I pray there is help for me.

Windows 10 update frozen screen

To address your concern, we suggest that you run the Windows Startup repair using the Windows 10 installation media (if you don't have one, click on this

link). To do that, follow these steps:

• Connect the recovery drive and turn on your PC.
• On the Choose an option screen, select Troubleshoot, and then select an option. If you don’t see the Choose your option screen, your PC might not be set up to boot from a drive. Check your PC manufacturer’s
  website for info on how to change your PC’s boot order.
• Click on Advanced options and click on
  Startup Repair or Automatic Repair.

If still the issue persists, choose the System Restore option.
This option takes your PC back to an earlier point in time, called a system restore point.
Restoring won’t affect your personal files, but it will remove apps, drivers, and updates installed after the restore point was made.
