Windows 10: PC Having Trouble Connecting to Ethernet and Extremely Slow Download and Upload Speeds

Hello,A few months ago I started experiencing issues with my internet. Every time I tried to update or download a game, I would have to wait ridiculous amounts of time to get it completed. Downloading small files from Chrome would also take substantially longer and I would have even trouble loading Youtube videos. From there, I decided to unplug my ethernet cable and rely solely on Wifi. Despite this, I was able to navigate web pages like Youtube much better, however, I still experience incredibly slow download and upload speeds that I wouldn't have before. I have tried to use three different

Slow upload speed on Ethernet Wired Connection.

I recently just reformatted my pc due to freezing problems. While that may have fixed it a new problem came around.

After reinstalling most of the drivers and essentials I went to check my internet speeds.

My current package deal is 30mpbs down and 10 mpbs up but my actual speeds right now is 30mbps down and
0.9 mbps up.

The device driver for the Ethernet connection is called : Intel(R) Ethernet Connection (2) I219V

I have tried several things so far:

• Turning off and on the router.
• Resetting the router to factory default
• Checking the if the Ethernet cable is faulty by plugging it into a different PC only to discover my upload speed was back to 10mbps on that other PC
  
• Uninstalling and reinstalling the ethernet driver
• Downloading the latest driver from Intel
• Turning off Windows Firewall (My only Anti-Virus atm)
• Found a forum stating I should disable "Large Send Offload V1" located in the Advanced tab of the device and enable the V2 but I only have V2 so I did not do anything.
  
• I have doubts its a virus as the only thing I downloaded besides windows updates is chrome.

So right now I am at a loss of what I should do to fix this. Since I learned that on my other PC I can get 10mbps upload but only on this particular one does not, I know there is something in the PC that is limiting the upload speed. I just do not know what
is causing it.

Any help would be greatly appreciated.

I'm embarrassed I didn't think of plugging the ethernet into another computer. Anyway, the result is that the speed on a laptop with the same cable is 91 Mbps download, 39 Mbps upload.
A couple of other puzzles: One is that the download speed on my desktop was around 900 Mbps, which is insanely fast, but the upload speed was under .2 Mbps. Now, after going through several of these iterations of remedies, the upload speed is still extremely slow, but the download speed is now around 32 Mbps, which is about 4% of what it was. But to my surprise, with a download speed of around 30, I don't notice too much difference for what I do. Anyway, awaiting your next suggestion.

With regard to re-installing Windows 10, even with keep my files this seems to be way over the top, as it removes apps and drivers. I find that a bit terrifying.

• I would suggest you to test the speed using any of the speed test website or app to confirm the upload and download speed.
• I also suggest you to reset the wireless router to check if that helps.
