Windows 10: PC Health Check App Not Opening

I'm trying to manually download Windows 11 to update my PC because I can't update it from my Settings app. To do this, the Windows 11 installer says that I have to scan with the PC Health Check app and then it will check if I can download Windows 11. I downloaded the PC Health Check app Installer and I install the app, but it just never opens. I've tried using the /scannow command, repairing the app, restarting the app, uninstalling and re-installing the app, and restarting my pc. I have also checked Task Manager to see if PC Health Check is actually running, and it is, I just can't see it or

The Windows 11 check is only part of the PC Health Check. It opens a dashboard with a lot of other thinks you can do. Check on "Tips on PC health" for 9 different suggestions. It does not do anything after it is closed and no processes are running. I uninstalled the app and it is not offered it in Windows Update anymore. Jim *Cool

PC Health Check App

I downloaded WindowsPCHealthCheckSetup.msi from a Microsoft page, to check if my PC is suitable for Windows 11. It came when I clicked on " Download PC Health Check App". However, Windows Defender will not allow me to open it because it is not normally downloaded. Can I trust it?
