Windows 10: pc health check says that my pc matches the requirements but when i try to upgrade it says...

I had windows 11 before on this pc but due to some issues I had to restore the pc and last restore point was made when I had windows 10. I've tried iso file and windows 11 installation assistants, both come up with the same following error: "Sorry we're having trouble determining if your pc can run windows 11. please close and try again"note: I have a windows 10 & 11 home version

Windows says I can't upgrade to Win11, PC Heath Check says I can?

I'm trying to upgrade my PC to Windows 11, but in Windows Update it told me that my PC didn't meet the minimum requirements, using PC Health Check, I found that this was due to TPM 2.0 being disabled. I enabled it and now PC Health Check tells me that I DO meet the requirements to upgrade to Windows 11, however Windows Update still tells me that I don't meet the requirements, I have tried rebooting and checking for new updates. How can I get Windows Update to realise that I do now meet the requirements for the upgrade?

 

PC Health Check says I'm eligible for Windows 11 but settings don't

So the settings said that i wasn't eligible for upgrade to Windows 11 because of my TPM. Then I enabled from Bios the TPM and its TPM 2.0. PC Health check says I am eligible for an upgrade but when i go and do Check for Updates, it says You're Up To Date. Also on the right it says that the pc doesnt meet the minimum requirements, but the PC health check does. For the Info i have 16 gb ram, Intel core i5-9400F, geforce Gtx 1650.
