Windows 10: PC in infinite loop on boot when I restart until I unplug all USBs

Hi everyone, I'm not which way to go with this one. My PC seems to be stuck on an infinite loop on Boot going through all the USBs. The only solution I've found is to unplug all USBs and then suddenly it boots normally and I can re-plug everything. Additionally I noticed that this happens when I do a restart. When I do a proper shutdown, I do not get the issue. I tried reinstalling some of my drivers but without success. This started happening right when Windows gave me the newest update.This is a relatively new PC 3-4 months. I'm using Windows 10 with a N7 B550 motherboard.Anyone encountere

Stuck in an Infinite Restart Loop.

While trying to remove a virus I turned the boot mode to Safe Mode(Network) after which i restarted my PC and was unable to log in with the same Password. I then Hit the MSI System Recovery which reinstalls Windows..Just to get rid of the virus completely.
When my pc restarted to install windows it says " Cannot reinstall Windows in Safe Mode. Restart to continue. "

Now it's stuck in an infinite loop of restarting with the same message. What Should i do?

Any suggestions ? What should i do? My 1st boot priority is already set to cd/dvd but still detects sata device 2 as the dvd

 

Infinite restart loop

I tried reinstalling windows through a usb drive when it suddenly needed to recover and when I went through the process of installing it, my computer died, and now it's on a infinite restart loop saying this:

Install Windows

The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install windows, click "OK" to restart the computer, and then restart the installation.

I press ok, it restarts, but it says the same thing again every time how can I fix this
