Windows 10: PC is micro stuttering after reset........

Recently, when I switched on my laptop, it got stuck in the log in loop and I tried everything but it didn't work so I used my other laptop to download a windows 10 file from the official site and used BIOS to boot from the drive, and it completely reset the laptopI had backup already so it wasn't a problem but since then there has been a kind of micro stutter in the laptop it is noticeable everywhere and very obvious when playing games especially FPS shooters. I have tried all I could from deleting drivers and replacing them in safe mode to doing anti-virus scans to doing 3 full resets using different methods like a fresh start, full reset via the settings, and even using a boot drive method again and even updated the BIOS and all drivers, downloaded nothing, not even crome yet in the edge browser I can see the stuttering. Can someone help me?

Periodic pc micro stuttering?

So I've had my PC since Late Octoberish, and recently I've been every now and then had these micro stutters where the computer will for like 3-5 seconds have a 100 ms of like stuttering. This is easy to tell when I have a video on my 4k display and the video doesn't pause via YouTube but stutters and audio cuts out for a brief period. And if I'm playing the game the same thing.

Does anyone have any idea on troubleshooting I don't think it's a heating issue? Though that may be the issue and if so how could i diagnose and fix this issue?

CPU I had at 4.1GHz i brought down back to 3.7 no fix, i had my RAM at 3000MHz i have brough it down to 2733MHz

Any and all help would be greatly appreciated because it's quite annoying as you could imagine given the specs of the computer.

Here is a dump of system info from hwinfo including temps. HWInfo Sensor Status CSV download The only thing i see that may be an issue is the temperature of the M.2 NVME ssd however i'm not sure if the storage temperature matters that much.

That's all I can think of in terms of things that would help someone remedy this issue.

Ok now we know you are on the latest version (note: you should update your specs on this site to avoid future confusion) there are a number of threads that have already suggested a number of fixes for stuttering. Try this one and work through the various suggestions.

I have gone into my BIOS yesterday and saved & exited with the "load default settings" option.
When I rebooted the PC, everything seemed to be working fine. I did not have any form of micro-stuttering, but ofcourse I wouldn't let me give myself false hope.
Today I turned the laptop on again. I did have a few micro-stutters now, but for some reason it's becoming less and less occasional over time. (which is weird, a PC cannot 'heal' itself over time as for example a human body, does it? Although I have had numerous occassions that I find it to act this way...... *sarc)

Maybe it didn't "save" the fact that I resetted the BIOS settings to default? (Although I did save & exit)
I have never changed any BIOS settings before at all.

I wanted to try re-flashing my BIOS today, but it is unable to do so.
Lenovo has a list of drivers on their site, specifically designed for my laptop model. The BIOS they offer is packed inside a flash utility, which is simply a .exe to run. When re-downloading the version 91 exe and running it, it couldn't proceed as my BIOS is already at version 91.
So far, there is no other way to flash my BIOS but with Lenovo's own .exe utility. That is all they offer me.

However, if you had other "diagnostical" procedures in mind that we could try, I would be glad to do so.
(As I said, blaming the BIOS might be a wild guess)
