    I was just using my PC when it suddenly started taking ages to open programs, running games at marginally lower fps than usually. Something else that happened at the same time was that my PC fans which are usually pretty loud became very quiet, but are still running. It doesn't sound like there's anything wrong, I have all my drivers up to date and I've checked for viruses. Also yes, I did turn it off and on again.

    Yes, but my suggestion does not mean that they are quieter than that.

    I am not sure I understand your grammar. Do you mean the Noctua has batter airflow/static pressure? If so you might be right but I was basing the fan choice on the noise level since the OP wanted something more silent.

    Is water cooling quieter?

    My old PC was purely fan cooled and was rather noisy. My current pc is water cooled and is a lot quieter. One thing I did do was replaced the fans that were included with the water cooler with quiet Corsair ones and it made a lot of difference.
