Windows 10: PC is unable to shut down?

When attempting to shut down the PC, the screen would turn black for a few seconds before turning back on, and returning me to the log in page of my PC. Any idea on what is causing this issue and how should I solve this?

Windows 10 is unable to complete shut down

We suggest doing these troubleshooting steps below:

Method 1. Hard Reset

• Shut down your computer.
• Remove the cable and wires connected to your computer.
• Press the Power button for 10 seconds to completely drain your device.
• Check if there's any changes.

Method 2. Shutdown trick.

• Press Windows key.
  
• Press and hold Shift.
• Click the Power icon.
• Select and click Shutdown.

Unable to shut down PC W10

• Were there any updates/changes done on your PC prior to this happening?
• What other troubleshooting steps have you performed?

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??
