Windows 10: PC just wont start and when booted into safe mode after it turns into a white screen

So I booted my computer up this morning and it was working completely fine and i turned it off because I went to do something. And i booted it up again and typed my password and i got in but nothing was loading like google and everything that uses the internet, but it said i had internet and all my other devices had internet. So I factory reseted my whole computer just to get it out of the way, and now when i try to type in my password it says user profile cannot be loaded something along those lines i booted my computer into safe mode i tried the advanced repair and everything please help

As you mentioned that the issue started after an update was installed, I suggest you to try booting the computer in safe mode using an installation media and uninstall the update. This will help us identify if the update is causing the issue. Follow the
steps provided below:

• On a working PC, go to the
  Microsoft software download website.

  Download the media creation tool and then run it.
  
• 
  Select Create installation media for another PC.
  
• 
  Choose a language, edition, and architecture (64-bit or 32-bit).

  Follow the steps to create installation media, and then select Finish.
  
• 
  Connect the installation media you created to your nonfunctional PC, and then turn it on.
  
• 
  On the initial setup screen, enter your language and other preferences, and then select
  Next. If you're not seeing the setup screen, your PC might not be set up to boot from a drive. Check your PC manufacturer's website for info on how to change your PC's boot order, and then try again.
  
• 
  Select Repair your computer.
  
• 
  On the Choose an option screen, select Troubleshoot >
  Advanced options > Startup Setting and
  Restart. When it restarts, you should see a number of options. Press 5 or F5 for
  Safe Mode with networking.
  

If you are able to boot in safe mode, proceed with the steps below:

1. Press Windows key + R.

2. Type appwiz.cpl and press enter.

3. Click 'view installed updates".

4. Right click on the update and uninstall it.

5. Restart the computer and check the functionality.

Unable to Start in Safe Mode Win10

I understand that as repeating the basic problem. Is that what you mean? I can't tell you why- some sort of corruption- hence all the steps I'm suggesting. Please try each in turn.

The first are to check for basic forms of corruption and so proceed onwards in order.

This PC is not part of a domain, and I never get to a login screen; only the orange screen above.



Your linked instructions for Safe Mode are not useful in my situation, as they assume I can boot
normally into the system and then set an option to boot to safe mode. There is a way to boot to safe mode without the ability to boot normally but it is well hidden and complex - I will detail it below for future readers of this thread.



Your suggestion regarding Clean Boot is also not applicable. The instructions show how to disable services and startup items for third party applications. However, as I stated in my original post, I Reset Windows 10 so there are no third party
services or startup items. Never the less, I went through the steps and the results are the same - orange screen with white circling dots.



Finally, your suggestion regarding creating a new user account is again not applicable. I have multiple accounts on this PC. As I never am presented with a login screen, I cannot utilize any of them.

• Go to Troubleshoot – Advanced Options – DOS Prompt (one might wonder why “Boot to Safe Mode” is not available in Advanced Options!)
