Windows 10: PC meets requirments for Windows 11 but Windows Update still shows system requirements...

My current PC is Windows 11 Pro 22H2 version. My PC meets requirements for Windows 11, but when I tried to upgrade it to 23H2 using the ISO file for 23H2, I get the following error message: "This PC doesn't currently meet Windows 11 system requirments" "The processor isn't supported for this version of Windows." I would be most grateful if Microsoft Support could provide me a solution. Many thanks in advance. David Fuh

I ran the pc health check and received that my pc meets requirement for windows 11 although in the check & update section it is still saying my pc doesn't meet requirements?

I have several PC's currently running Windows 10 but none meet the system requirements for Windows 11.

If I have the motherboard as well as the CPU on each PC upgraded and the system requirements met, would the new operating system still be activated or will I have to buy fresh licenses for each PC?

Currently, on two of my PC's, I have the OEM version of Windows 10 and on the other PC's, I have the retail version of Windows 10.
