Windows 10: Pc missing important system files I have no way of replacing, could anybody help me?

I'm missing Credui.dll and Winsta.dll, I cannot run anything as an admin, type admin commands or become an administrator despite "being the admin", I can't factory reset my device due to it missing the files, I've tried the command prompt, the control panel and multiple other "solutions" I've seen online, short of a fresh install of windows 10 I do not have a way of doing this I can't even open task manager to see if there is anything wrong in the background. Nothing with the shield can run.
