Windows 10: PC needs to be repaired blue screen upon startup

Greetings,I just turned my computer back on after turning it off a little while ago. It was working fine before. When I did this, this screen and options showed up. I cannot access safe mode or anything else on the list. I have another computer that I can access to get things like the windows 10 media creation tool. However, I cannot do anything with the usb that has this tool as I cannot get into the W10 OS. To be more specific, my computer gets through the BIOS phase before reaching the windows loading screen for a split second and then it goes to this screen. Any help would be greatly appre

Startup Repair Couldn't Repair My PC

Guys please help I have a laptop and I've been having the blue screen of death recently and I don't know what's causing it. When I try to use automatic repair on advance options to fix the problem it gives me an error that startup repair couldn't repair my pc and I don't know if windows system restore can help me considering that I'm already having this issue even before I made a restore point and sfc /scannow now says it does not found any integrity violations on windows resource protection. I don't want to reformat and lose all my files and programs so please do not suggest that. The only thing that I know can cause this to my laptop could be a corrupted windows update but I don't know which one because all my programs right now on my laptop are the same on my previous laptop and none of them are causing any blue screen on my older laptop so it can't be my 3rd party programs right.? If you can help me please let me know step by step what I need to do because I'm not good with tech stuff.

There are a lot of factors for this matter to occur. To isolate the issue, we have some questions for you:

• 
  What activity have you done to
  trigger the NTFS and FAT FILE SYS loop?
  
• 
  were there any error messages?
  
• 
  What troubleshooting steps have you done so far?
  

It is possible that the
Boot
Sequence were corrupted by the previous activity which
triggered the Blue Screen Error and the loop. We recommend that you perform these
suggested troubleshooting
and see if there are any changes:

Startup Repair.


To access the
Startup Repair Screen, turn off the
PC 3-4 times(force shutdown),
while on the Blue screen Error. This will route you to the
Startup repair screen:

Advanced Boot Options > click Troubleshoot > Advanced options > Command Prompt

and run the following command:

Run SFC Scan:  

SFC
will
scan
and
run
an
automatic repair
to any
corrupted system files
that it will detect. We suggest that you perform it twice. To run an
SFC scan, follow these steps:  

• 
  Run
  Command Prompt as Administrator.  
  
• 
  Type
  sfc /scannow
  and hit
  Enter.   
  

Boot Record:

This will fix the corruptions on
boot records or boot
sequence. To run this command, follow these steps:

• 
  Run
  Command Prompt as Administrator.
  
• 
  Type the following command:  
  
  • 
    Bootrec /fixMBR  
    
  • 
    Bootrec /fixBoot
    
  • 
    Bootrec /rebuildBCD
