Windows 10: PC only boots in safe mode, normal boot causes a blank screen and loading cursor indefinately

When booting Windows normally the screen is blank with a loading cursor indefinitely. I have reset Windows, and disabled all start-up programmes etc. But the problem still occurs. I am only able to boot Windows in safe mode. Any ideas what the issue is?

Thank you for the tips. The win+ctrl+shift+B does not seem to do anything. I can't hear anything via the connect speakers (USB - Katana soundbar), no the onboard audio of the monitor.

The BIOS key for my motherboard (x299 - Asus rampage VI extreme) is normally del or f2 (always worked in the past, until recently because the BIOS splash screen no longer shows, even if I mash the respective keys during boots... cold or restart). I checked the manual just now as well to confirm the keys. Also F8/F9 on the link didn't work either.

Ultimately, the PC seems to load, but there is no output to the monitor/DP, or smart TV/HDMI when connected.

This all happened precisely when I restarted the PC in safe mode via MSCONFIG.

Thanks, yes I did do those already. I've tried the "hold power button to power down 3 times" a few hours ago with no luck. When you say hold down the power button to force shutdown 3 times, you mean hold it constantly and the PC will restart 3 times (holding the power button the whole time), or you mean hold it down till the PC powers down, then hold it again, power down, etc (3 times)?.

The motherboard also has 2 BIOSs, I did switch to a backup/original BIOS, but again, seems to boot into a blank screen...

• What error do you get when you try to boot in normal mode?
• Did you entered Safe mode through Windows Recovery Environment or through System Config?

I suggest you to try the below given steps and check if it works:

• Press Windows key + R and type msconfig and hit enter.
  
• On the General tab, tap or click the Normal Startup option.
• On the Boot tab, uncheck all the option under Safe mode.
• Tap or click OK, when you are prompted to restart the computer, tap or click Restart.

Can't boot into Normal/Safe Mode with Networking, only safe mode...

Good Evening,
I could do with some pointers on resolving an issue. I can only boot into windows in safe mode in Windows 10. Normal mode and safe mode with networking doesn't work. The problem occurred after a windows update. I have removed the latest updates that were installed and cleared any pending ones but it still won't boot properly. I have also run the troubleshooter and tried to recovery to an earlier date which also doesn't work.
The laptop is a HP ENVY 17 notebook. At boot it just gets to the HP logo with the circular loading icon and no further and can only boot it into safe mode. Can anyone recommend the next steps? I have also tried the following;

• stopping startup items
• uninstalling hardware drivers
• removing recent software
• running troubleshooters at boot
• sfc scan
• diagnostic/selective startups with minimal services running

Would the fact that I cant boot into Safe Mode with Networking imply its a network driver related issue?
Bit of a dead end really, any help would be much appreciated
