Windows 10: PC overclocked at 4.0GHz but runs at 3.6GHz AND drops at ~3.49GHz with freezes

Hello, my computer is not running at my overclocked speed and I do not know the issue. in the BIOS, i've set the CPU Core Ratio to Sync All Cores and set them to 40 and it still stays at 3.6GHz.



I've always ran my CPU to 4.0GHz with fan cooling for the past year and everything was fine until August 2018. Often times I do receive a message while starting my computer saying "Overclock Failed, press F1 to go into the BIOS" but it never used to matter before since i'd just press F1 and boot up regularely and everything would be fine.

I used to have BIOS version 3301 but I've updated to BIOS version 3902 and there were no difference.





Motherboard: ASUS X99-A

CPU: Intel Core i7-6800K 3.4GHz stock

RAM: Corsair Vengeance LPX 16GB (4x4)

OS: Windows 10 64-bit

GPU: ASUS Strix GTX 970 4GB

PSU: Antec HCG 750M




Also, apart from the overclocking issue, my computer freezes every second for about 100ms which is not normal. I do not know the cause of it and I've tried updating all of my drivers and it still happens. It is definitely noticeable because the cursor jumps when moving and the audio also "jumps" every second. I am not sure if this is related to the overclock failing but I'd like to know what causes it. I've also checked my CPU speed while my computer freezes and the speed drops at like 3.49GHz

I suggest you to install the Team speak 3
in compatibility mode and check if it helps.

Follow the steps below on how to install the
Team speak 3 in compatibility mode:

• 
  Right click on the setup file of the
  Team speak 3 and select “Properties”.
  
• 
  Select “Compatibility” Tab.
  
• 
  Place a check mark next to “Run this program in Compatibility mode” and select operating system from the drop down list.
  
• 
  Let the Team speak 3
  install and then check the functionality.

PC freezes randomly after running 2-3 hours

Hi.

My PC starts freezes about 0.5 sec randomly after running 2-3 hours, no matter if I was gaming or watching videos.

Restart the PC can normally solve the issue (it does not always work, but it seems " shut down " then turn on PC has a higher chance of solving this issue compare to " restart".) Since restart sometimes solves the problem, I assume it should not be a overheating
issue.

I have no idea if it is a system issue or hardware issue. I have tried updating all the drivers, but it does not work. I used Dell system diagnose, but it suggest all hardware are fine.

Can anyone suggest how can I fix this issue?
