Windows 10: PC programs do not use the entire Internet bandwidth?

Actually, I know quite well about PCs, but now I'm also at a loss. I have a 250k line at Unitymedia. A speed test with the mobile phone in the Wlan with 5Ghz also shows the full 250 mbit/s. My PC however (over Lan) gets only 60 mbit/s on average in the speed test. So most programs are relatively slow on the internet. With Steam however I download with approx. 30 MB/s, which corresponds to 240 mbit/s. Therefore there must be a software problem. I have tried many things, also all new network drivers are installed. I also uninstalled the virus scanner, because they often regulate the internet performance. I exclude a hardware error, since few programs use the entire performance. What else can I do? I hope you have a solution for me.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

I suggest you to open Internet Option from Command prompt and check if it helps.

Follow the steps to open Internet Options.

1. Press windows + R and type
inetcpl.cpl.

2. After opening the Internet options check if the issue still persist.
