Windows 10: PC Randomonly freezes for a second or two

After reading multiple forums and threads with no fix noted, I tried everything that you can think of.I realized that my fps wouldnt drop, sound would cut out for a moment, mouse would pause, and a keyboard stroke would long press from a tap.I bought a wireless mouse and used the dongle-2.4hz and it would still stutter with the system, but if i connected it directly bluetooth through windows devices using the bluetooth setting on the razer basilisk it is not effected by the stutter. I then, unplugged all usb cables and connected the keyboard and astro 50 box to the usb 3.2 ports and the LED RG

PC Freezes for 1-2 seconds when launching certain programs

The PC would freeze for a few seconds when I open certain programs the first time after waking the PC from sleep. It would not freeze if I open the program again after the first time, until I sleep the PC again. Programs that would freeze are e.g. MPC, Potplayer, etc.

Tried:
-Clean Windows 10 install, twice
-Newest drivers
-New Monitor, New TV

pc freeze for a split second

every about 3-5 seconds my pc freezes for 1-2 seconds, im pretty sure its something to do with nvidia but i dont know (it freezes the audio too)

Yes it is connect cause i use that device as principal audio
If i disconnect it, the device disappear from the list and i can't uninstall it
I remember that when i was testing the PC with OCCT i had high temperatures on CPU package (TSI) : max 105.75 °C

Ok i did this 2 times
- first time: it freezed
- second time: hasn't freezed yet

Before the full shutdown i had 2 freezes
At the start the icons are white and take time to load

EDIT: The PC freezed after the second full shutdown, and happen also with the Focusrite Scarlett 2i4 (1st gen) unplugged.
