Windows 10: PC runs and starts just fine, but i cant open anything for longer than 5 to 10 seconds

ive been experincing this for quite a while, i start my pc and it runs just fine, and my startup apps open just fine, and chrome and edge open fine, but as soon as it comes to games and office programs it doesnt want run anything anymore. i always somehow fix it by disconnecting the pc from the internet and using it an hour or 2, but while its offline i can just run everything normally most of the time, sometimes its not the case but most of the time its fine when its offline, but i really want to fix whatever it is. anyone on here have any experience with the same issue?

Windows 10 Camera Opens, but closes in 5 Seconds

MS-Windows 'Camera Window' opens, but only for about 5 Seconds, then closes.

Haven't previously used the Windows Camera on my Laptop. (Rely on my Tablet). Today, pinned Windows Camera to Task Bar, checked 'Settings\Privacy\Camera' set to 'Allow Access'
and that Settings\Camera shows 'Camera Switched On'.

Every time I attempt to use the Camera, a Window Opens displaying it, but only for about 5 Seconds, then closes.

During the 5 Seconds the Window stays open, I tried clicking the Camera Settings Cog (which responds by opening to show a list of settings) but the Camera Window still closes before anything else can be done / clicked. (Can't keep it open for longer than 5
Seconds, literally).

Running latest 64bit Windows 10 Professional on an elderly Sony VAIO Laptop (9 Years Old). Everything else working fine, as far as I can tell. Thoughts? (Thanks in advance for any Comments).

 

Gpu-Z and Gtx570

first image I see that the ram speed is listed as 950, which is right, ( X4 for actual running speed) the right image has it listed as 1900 (X2 for actual speed). No big deal there.

The second image, I see GPUz wasnt open that long. Try leaving it open just a bit longer at idle and see if the clocks dont drop all the way there too, looks like they are hitting the middle step fine.
