Windows 10: PC Shutoff at Login

My PC will shut-off after a certain amount of time, usually right when it gets to the login screen (before it was after like 5 or 10 minutes but has progressively gotten worse and gives no warning when it will shut off.

Couple things to note:
Only shuts off when in windows, I can stay in the BIOS for as long as I want and it will not shut off.

System runes fine on Linux.

I reinstalled a fresh version of Windows 10.
Tried two different power supplies.
Tried two different mother boards.
Tried minimum components e.g. 1 stick of ram, essentials only.
After it shuts off, it boots back up.
All drivers are up to date for both the motherboard and GPU.
Temps are fine across the board.

I've been trying to fix this for 2 weeks now and I've hit a wall where I don't know what else to do.

Motherboard: Z390 A PRO
CPU: i7-9700k
PSU: Corsair CX 750M
GPU: GeForce 1070
Memory: 16gb Hyperx Fury
CPU Fan: Coolermaster Hyper 212 EVO
SSD: 970 EVO PLUS M.2 Samsung 500TB
Case: NZXT S340 Elite

Can't login to new computer w/Windows 10

I suggest you to follow the steps below and check if it helps.

Step 1: I suggest you to select the appropriate language in login screen at the bottom right corner and check if it helps.

Steps 2: Use On-screen keyboard in the login screen to login and check if it helps.

  If its Microsoft account are you able to login using the web interface?
  

I suggest you to use the on-screen keyboard and try to login. Follow the steps below:

Click on the Ease of Access icon at the right bottom of the screen and select On-screen keyboard and check if issue persists.

I tried everything that you suggested.

I am trying to login to Microsoft account.

And I am able to login using the web interface.

I used on-screen keyboard too. But the issue persists. It gives an error, and asks to try again.

Please help. I am stuck.
