Windows 10: Pc slows down massively while doing trivial work, never in game. how to fix?

32 gb ddr5 6000mhz cl30 g.skill RAM

2 TB ssd Lexar NM790

Asus tuf b650 plus motherboard

MSI A850g PSU

FUMA scythe 3 cpu cooler

Since the beginning at seemingly random points while web browsing or doing school work with a couple of tabs open, so very light work, suddenly my whole pc starts running at what feels like 10 fps, everything runs extremely slow. Sometimes it goes away very quickly, sometimes it takes long enough for me to just restart the computer out of irritation. Usually its fixed by restarting but it can come back very quickly. Funnily enough it never happens in game. At first I thought it was just AMD drivers being wonky. But after numerous updates the issue still persists. Now I cant figure out whats wrong. I have run windows memory diagnostic and memtest86 but rams seems fine. I have tried crystaldiskmark but the ssd seems to be running at advertised speeds. I don’t know what other tests I should try. It could also not even be a hardware issue but a windows issue. I simply dont know. Any advice would be greatly appreciated.

 

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.
