Windows 10: PC sluttering after Windows 10 reinstallation, works fine after hard shutdown. If I...

Hi.

I reinstalled Windows 10 on my PC and it's sluttering now.

I dont know whats causing it either. Theres no high usage in task manager.

If i try to restart PC, it freezes and it stays on the restart screen. If I do hard shutdown by pressing the power on button for 5s, and starting again, it works fine. As that isn't a long term solution, I'm wondering if there's a better one.

Hard drive/ OS issue

Restore factory settings do list Removes your personal files, apps and settings, and reinstalls the version of Windows that came on this PC.

So if this isn't true well than just erase the drive and install a clean Windows 10 with all the drivers u need but why should it be true
