Windows 10: Pc stuck at infinite boot loop motherboard logo

Hey, I've recently upgraded my pc with a new motherboard and a new cpu+cpu fanAt first it worked but then the power started cutting out seconds after logging into my computer, so i bought a new PSU since i thought a larger one will help the issuei made sure everything fits BUT a new issue arrived, i am now stuck at the AORUS motherboard loading screen, with spinning dotskeeps booting and restarting, sometimes i get the Preparing automatic repair but does not help at all.my components are:GeForce Gtx 1650 graphics card2x HyperX rgb ddr4 16gb 3200mhz ramGigabyte GA-H170M-DS3H ===> Gigabyte

Graphics card:TechPowerUp

I am getting a blue screen saying (as far as i can remember)

Stuck in an Infinite Restart Loop.

While trying to remove a virus I turned the boot mode to Safe Mode(Network) after which i restarted my PC and was unable to log in with the same Password. I then Hit the MSI System Recovery which reinstalls Windows..Just to get rid of the virus completely.
When my pc restarted to install windows it says " Cannot reinstall Windows in Safe Mode. Restart to continue. "

Now it's stuck in an infinite loop of restarting with the same message. What Should i do?

Any suggestions ? What should i do? My 1st boot priority is already set to cd/dvd but still detects sata device 2 as the dvd
