Windows 10: PC stuck in boot loop, however nothing shows up on my monitor!

My PC is a windows 10, and has a stable power supply. When I turned it on and logged in, I left to use the restroom. When I came back, the computer had shut itself off and when I turned it back on one of the case fans weren’t spinning. I didn’t know what to do so I forced shut down the computer by holding down the power button on the case for a few seconds. after I waited for a little bit, I tried to turn it back on, however when it turned on I got stuck in a boot loop, and my monitors would not display anything, despite being connected to the tower. No repair screen, no log in, no nothing, an

HP Laptop Boot Loop

I am encountering a boot loop problem with my HP laptop. Upon startup, it shows the HP logo and loading dots for about 11 seconds, then goes to a blank screen for approximately a minute before automatically restarting. The power button does not turn off during this cycle.

Troubleshooting Steps Taken:

• Tried hard reset and accessing BIOS/UEFI settings.
  
• Unable to boot into Safe Mode or recovery environment.
