Windows 10: PC stuck on Automatic Preparing Tool, Failed to reset pc

So basically my pc’s been useless because my Pc is stuck on a loop for automatic preparing fix or something like that and ive tried everything to fix this and it wont let me reset my pc either. But if theres any way around this i need to know. And could i possibly use a recovery media via USB from another computer.

My Pc is Stuck on Preparing Automatic Repair

My Pc is stuck on Preparing Automatic Repair and i tried to reboot it 3 times but it failed and instead of loading in the automatic Repair, it just loaded the icon of windows and no words or loading. I also tried to take the ac adapter off but nothing happened.
I also dont have the disk of the safe mode or usb. Please help

 

PC Stuck in Preparing Automatic repair.

PC starts up normally, then freezes during normal startup and turns off and then enters “preparing automatic repair” and gets stuck looping forever.

I’ve tried f8 and f12 during startup.

I cant get to the troubleshoot screen at all.

I’ve tried hard power off, remove battery/ac power.

In the pre boot system assembly the only 2 things that fail are the cables and the hard drive.

I’ve left it for over 24 hours and it’s still says preparing automatic repair.

By the way the computer is a Dell Inspiron 15 3000 series released in 2014.
