Windows 10: PC stuttering and restarts without BSOD

In September 2023 I built a new desktop https://uk.pcpartpicker.com/list/fGPhgB. Most of the time it works great, but sometimes when I boot it up I notice that my mouse stutters around the screen, games barely run and sometimes it will reboot without warning but these restarts don't trigger a blue screen windows error. This happens often enough that it can be very annoying and usually I just immediately restart if I notice the mouse stuttering. I have no idea what causes this. I've tried reinstalling windows, resetting the entire pc and deleting all my files etc, resetting the bios using CMO

He mentioned that he had done that above. Also I provided a BSOD details app. There were no BSODs to report.

 

Windows 10(Stuttering when playing any game and sometimes pc restarts itself after stuttering)

Hi,

So basically this pc was formatted and the windows 10 reinstalled. It fixed the BSOD but the stuttering issue did not stop at all. So when playing any game it just stutters every few seconds and the stutter sometimes takes long like 30 seconds and the pc
just restarts itself during the stutter which makes the games unplayable.

I really need help for this problem. Any help would be appreciated!

 

Random Restarts, No BSOD

Reboot and hit F8 to get into the Windows Diagnostic Settings before Windows boots. Turn off "Automatic Restart on System Failure." This way we can completely rule out BSODs. Sometimes a PC will BSOD but the PC will restart so quickly that the BSOD is not even rendered.
