Windows 10: PC Stuttering Games, Desktop, Web Browser, Mouse, etc

My last PC was a DELL and i had garbage stuttering, so i thought maybe it was time to finally build a new PC, b450 tomahawk max, ryzen 3800X, 16GB of RAM 3600 Mhz CL 18, Rtx 3060, 970 Pro 512GB, 2TB EX2 SSD, 4TB WD HDD, Windows 10 Pro also tried Home, and all my games have this massive stuttering issue as well as longer load times even if they are on SSD, and textures come in muddy before being their full size and 2D images popping in, i have tried messing with my BIOS, i tried updating my drivers, i tried different builds of windows 10 with 2004 20H2 and 21H1 and i dont really see any solu

Mouse ticking stuttering issues when gaming

• What troubleshooting steps have you done so far?
• Are you experiencing the same issue when playing other games?
• Does the issue also occur in other programs?

Mouse stutter issues

I'm having some pretty bad mouse stutter. I'm testing by moving my mouse in a figure 8, it lags behind a noticeable amount on any screen, desktop, games, browsers. My BIOS can use a mouse, i admit i have not
tested there yet.

winver: build 1903, OS build 18362.657

I have a logitech G502. I had the wired version, it had the stutter, so i bought the wireless version, it has the stutter. I've changed the refresh rate to max, I've changed it to the lowest, no change.

I have 2 Asus Monitors, both at 60hz refresh rate.

I've disabled RealTek.

I've disabled Cortana.

I've updated all drivers, and all windows updates.

I've disabled inactive window scrolling.

I've dislabed NVidia high def audio.

specs:

I7 9700k LGA1151 CPU

MSI MPG2390 MoBo

2x 16gb Corsair Vengeance 2400MHz RAM.

I can't think of any other info to give, i can't think of any other steps to take. Any help would be appreciated. Its very frustrating.
