Windows 10: Pc turns on and fans spin up then turns back off after 5 seconds then repeats

I just installed a new case onto my gaming pc, however when I went to turn it on it started but very quickly shut back off. The screen was black the whole time and I have tried basically every method possible. Please help, I have no idea how to fix!

PC shuts down after a second when turned on

Hi! I have a problem w/ my PC.

When power on is pressed, the cpu fan/heatsink, psu fan and power led will turn on for a second then turns off.

I try to test my psu. connected to a paper clip to green and black pins then turn it on. the psu fan is spinning and it doesnt turn off, but when i connect it to the mother it turns off immediately.

what should i do? should i replace the psu?

I pulled the i7-6800K from my main working system after finishing a project and put it in the system with problems. The computer booted up just fine.

Just for clarity for whomever finds this thread:
Power turns on for maybe 100 milliseconds, which spins all the connected fans, Q-Code LED reads 00 before it restarts. It repeats this on/off process until I flipped the power switch on the power supply unit. There were no system beeps.

Hi everyone, I have a system with the following specifications:

ASUS X99 Strix
Intel i7-6800K
Cooler Master Hyper 212 EVO
G.Skill Trident Z F4-3200C14D-16GTZ
EVGA SuperNOVA 1000w PS

There's more parts but I've dismantled it completely to its barebones (Motherboard, CPU, CPU Cooler + fan, 1 memory stick, nothing else) on top of cardboard and it still will not POST. I'm hoping someone has an idea if it's the CPU or the motherboard.

When I power on the system, the CPU fan starts up for <1 second and it turns off. It repeats this process until I flip the switch on the power supply unit. The motherboard's RGB lightning are all lit up as well, but I'm not able to get a Q-Code LED because it turns off after the first code (that's 00). That's about all I can tell you because it does nothing else.

Is it possible diagnose this as a CPU or motherboard issue based on this? Are there any other steps I can take to narrow it down to one culprit other than swapping another CPU in?

EDIT:
Things I've tried:
Swapping out to a XFX 650W Pro Series (same symptoms)
Taking out the CMOS battery
Placing the motherboard ontop of cardboard to rule out shorting
