Windows 10: PC Turns on but doesnt work

My PC, predator orix 9000, Turns on, lights up, makes sounds, but doesnt work or react, Once IT Worker And IT got me to BIOS And IT set time to 3 years ago, i Checker cable, And everything, but Now i didnt know what to do, becouse None IT technic companies Are open, anyone okrase help

I'm one who tries to think of step 2 before step 1 is finished. If this doesnt work I may be looking at finding a cpu/motherboard combo that I can afford that has at least the same performance as what I have, which was new in 2011. I will be upgrading eventually in the next year anyway. Any suggestions of a CPU/MB for around $300? Or less?

 

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??

• Have you installed all pending Windows and driver updates?

Step 1: Turn off Tablet Mode.

• Click on the Notification icon on the Taskbar.
• It will open Action Center then click on Tablet Mode If its turned on.

Step 2: To turn off Full Screen Start Menu.

• Click on Start Menu and select Settings.
• Click on Personalisation and Click on Start.
• Turn off Use full start screen.
