Windows 10: PC was stuck in reset loop, now can't install os from usb

Hello, I appreciate any help that can be given. Recently i was troubleshooting my pc and was installing the drivers i thought it needed from my mobo manufacturer's website. After running all of the setup programs my pc fell into a restart loop where it would just get BSOD immediately after booting up and attempt to restart itself. I tried doing a reset and remove all personal files however after it fully loaded to 100% it said it failed to reset windows. I tried running a startup repair and scannow command prompt and that didn't fix the issue either. Then i tried getting a fresh windows 11 ins

I downloaded latest Lineage OS for my phone ZTE Axon 7 Mini, (it does not make you root the phone to install this OS and I don't want to root it, beause I want netflix still to work), well anyways, I follow all the official steps listed on lineage OS website https://download.lineageos.org/tulip and you will see in the video where I get stuck, someone help me get past this part please, thanks!

 

Reset This PC stuck on 8%

Can you let us know why exactly are you trying to perform Reset of Pc?

As you system is stuck, we suggest you to hard reboot and then try performing reset again and check if the same issue occurs. If the same issue persists, then we suggest you to perform reset using Installation disk.

I would suggest you to download an ISO image of Windows 10 and try to create installation media using the Media Creation tool.

Follow the steps mentioned below to perform Reset of PC:

a. Insert the installation DVD or
USB and boot Windows 10 from it.

PC Stuck in reboot loop

I understand that your computer is stuck in a restart loop after reset. As per the description it seems that the reset process was not completed properly that is the reason you are unable to boot the computer.



To assist you with the appropriate troubleshooting steps, please let us know:

• What was the complete error message you received when Reset failed?
  
• What values did you change through Command prompt?
  
• Do you see the Windows logo screen or the manufacturer logo splash screen when the computer restarts?
  
• What is the make and model of the computer that you are using?
  

If available, you can create a bootable USB using another and perform a startup repair on the computer. Refer the article

Create a bootable media to create a bootable USB.



You need to change the first boot device in the BIOS.

1. Boot the computer using bootable USB.
   
2. On the Install Windows screen, select
   Next > Repair your computer.
   
3. On the System Recovery Options screen, select
   Troubleshoot> Advanced options > Startup Repair.
   
4. Restart the PC.
   

Note: Modifying BIOS/ complementary metal oxide semiconductor (CMOS) settings incorrectly can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems
resulting from the configuring of BIOS/CMOS settings can be solved. Modifications of the settings are at your own risk.




You can also perform a clean installation of Windows on the computer.
