Windows 10: PC wont Boost past the Logo loading symbol.

My computer was giving me issues for a while, I wasn't sure what was actually wrong with it. When i went to recover it, It would tell me there was a error and that i couldn't recover anything. It wouldn't allow me to system wipe or anything. Now it wont do anything at all i can load the Bios i can see everything is functioning from the monitor. But it wont allow me to do anything past that point. No recovery options because it always gives me a error. then im forced to Repeat the same process. Any suggestions?

Did you make any changes prior to the issue?

If you’re seeing a black screen, there might be a connection problem with your PC or display.

• If you’re using a desktop PC, check to see if your display is plugged in and turned on. Also, try connecting to different video outputs on your PC. Sometimes a change in driver can cause the video to be sent to a different display adapter or output.
  
• If you have a TV connected to your PC, make sure it's turned on and set to the input for your PC.
  
• Try projecting to a different monitor. Press the Windows logo key + P, press P, and then press Enter. Repeat this step to go through the different screen options.

Can't boost microphone in Windows 10

I did all the steps listed, but as shown in the screenshot above there is no Microphone Boost slider to modify. And in the "Custom" tab the Microphone Boost box is check-marked so I have no idea why its not showing.
