Windows 10: PC won’t boot into windows but boots into safe mode even after fresh install

I have an HP z400 workstation that I gave to a friend. I Upgraded the CPU to a w3565, graphics card to a w8100 and 16gb of Ram, as well as a 500gb teamforce CX2 SSD. I had used it for a bit, all the drivers worked, and I gamed on it frequently. Before I gave it to my friend, I formatted the drive and reinstalled windows. Now the pc gets to the windows loading screen with the moving dots, but freezes and restarts the computer. I was able to get it into safe mode, but it remained the same after. Won't Boot Windows with 2 Cards!

If it boots in safemode chances are its a software issue.

 

unable to boot into safe mode

i have been hijacked, virus, everything. so i was told to boot into safe mode then run all of my virus and spyware scans. well i cant boot into safe mode, i turn off the computer using the power button, wait 30 seconds, press power again, as soon as i press that i press F8 and hold it down, i continue to hold it down and it just continues to go into normal windows boot....then i tried the same again, did the same. tried doing the same but this time "tapping" the F8 key, does the same...is there another way to boot into safe mode?

Attempting safe mode now.

It will boot safe mode.
