Windows 10: PC wont boot past windows logo

As stated in the title, my pc wont boot up past the windows logo, it simply stays lit black, I’ve tried waiting up to 20 minutes just to see if it would boot. I can boot it into safe mode though advanced repair wasn’t working. I know that the boot is failing though as my keyboard turns off right after the windows logo disappears. I’ve reinstalled basically all of my drivers, uninstalled most of the programs, updated the BIOS and then finally fully reinstalled windows, still getting the same problem. However, I can use advanced repair now which did nothing. Before windows install I was gettin

Did you make any changes prior to the issue?

If you’re seeing a black screen, there might be a connection problem with your PC or display.

• If you’re using a desktop PC, check to see if your display is plugged in and turned on. Also, try connecting to different video outputs on your PC. Sometimes a change in driver can cause the video to be sent to a different display adapter or output.
  
• If you have a TV connected to your PC, make sure it's turned on and set to the input for your PC.
  
• Try projecting to a different monitor. Press the Windows logo key + P, press P, and then press Enter. Repeat this step to go through the different screen options.

PC can't boot past Windows logo

So a couple weeks ago there was a spill on my computer that caused it to shut off on its own, and wouldn't boot back up. After replacing the motherboard I was able to get it to turn on, but it wouldn't boot past the windows logo (sometimes would say automatic repair but would never do anything).

Since then I have replaced the PSU, the RAM, the CPU, and have tried using another GPU. None of this fixed it.

So I assumed it was a hard drive issue, but the computer also won't get past the gigabyte logo when attempting to boot to a Windows Installation USB without any hard drives attached.

What in the world could be causing this??
