Windows 10: pc wont load to windows. stuck at recovery wizard.

toshiba laptop running windows 10, turns on says running system recovery and then diagnostics but then goes to recovery wizard and wont go any farther. tried system restore to previous point didnt work, tried restore to previous version didnt work, command prompt, and even factory reset will not work. BIOS will not open F2 key just beeps but wont open. downloaded windows 10 to reinstall on the toshiba and wont open or load the file. re-image your computer opens and asks to add driver but wont open any of the files on the system desktop. im really stuck and have no idea what to do at this point. id really like to just get all personal files off this computer and get rid of it. if anyone has any ideas please help.
