Windows 10: PC won’t open settings, connect to internet, or run admin

I am logging into my computer and it won’t connect to wifi. I try to open settings to look at the issue, and it will not open. I’ve tried right clicking the Windows icon, W+X, W+R and nothing works. Command Prompt and Powershell Admin does not work. I get the notification of windows\system32\cmd.exe. I have never experienced this and it seems like no one else has. I can’t connect to the internet but I can’t open settings. It seems like this continuous loop of I can’t fix this, so I should do this, but I can’t because of the first problem.

    Ipconfig/release
    and hit
    Enter.

    Ipconfig/renew
    and hit
    Enter.
    
  • 
    Exit.

Connecting computer with no internet connection to network printer

1. Open Admin command and type: ipconfig
   
   
   
2. Win+X->Control Panel->Netwok and Sharing Center
   Follow the screen shot. This should disable internet access from this PC but allows access to local device(s)
   NOTE: Use the IP & Subnet Mask from step 1. Leave Default gateway & DNS Server blank

Is your PC connected to a domain network?

If your are connected to a domain network and yet facing this issue, I would suggest you to try the following steps and check:

Method1:

First, I would suggest you to try switching your User account from a Microsoft account to a local account and check if the issue persists. Click on 'Settings', click on 'Accounts' and then click on "sign in with a local account' in the "your accounts' section.
Restart the computer and switch back to a Microsoft account and check.

If the issue persists, try these steps and check:

• Open the Task manager. Here’s a tip: Press CTRL+Shift+ESC.
• Click File > Run New Task
• Make sure you have a check mark beside “Create this task with administrative privileges”
  
• Type Powershell
• Type the following in the Powershell prompt:
  
  $manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest
  
• Close the Powershell window
• Reboot
