Windows 10: PC Won't Turn Off after Clicking "Shut down"

My PC will not fully shut down after I click on "Shut Down" in the Windows menu. Usually after 2+ hours of uptime. Apps close, usually showing the "Closing Apps Now" screen on screen, but my PC keeps running for hours. The only way I can do a full power off is by depressing the power button for 5 - 10 seconds. Interestingly, the PC will "Restart" normally, then I can shut down and fully shut down the PC. Also, if I put it to sleep, that state works.Fast startup is disabled Clean Windows 11 install -Even after updates, bios, and chipset, it persists. The bash file of [shutdown /s /f /t 0] works

Yesterday was reading on it. All of a sudden turned off and now it won´t turn on

• Check and verify if Cortana is activated?
• Does Cortana search and gives any output/result on screen?
• Is the Language and region settings set to valid value?
• Check and verify if Cortana available in your region?

Method 1:

I suggest you to try to turn Cortana off and then try turning it on back and check if she talks. Refer to the steps below to turn Off and On Cortana:

• Open Cortana.
• Click the hamburger button in the top left of the window.
• Go to Settings and click on off.
• Follow the same steps to turn it on.
• Check if issue persists.
