Windows 10: Pegged to "start" once and for all?

I use Windows 10 Pro and would like to delete this feature completely, as I think it is based on the registry, but I don't know where to find it, who knows?

So, it pegs after booting . .. .

When your PC boots, open Task Manager (Ctrl + Shift + Esc)

If necessary choose the processes Tab

Click on the Disk Column Header, so that arrow faces down

When your hard drive is t 100%, what are the top 5 processes listed?
