Windows 10: People App wigging out, constantly re-downloading.

So I noticed today that in my Start menu, the People app wasn't updated to its blue color icon, it was still the old white icon, even though it was fully updated and if I pinned to to the taskbar it showed the right icon. I don't even use this app, but it bugged me. Resetting the app did nothing. I knew it was unlikely but I tried to uninstall it via powershell, but sure enough got the error that it couldn't be uninstalled. However, this did have one effect: it removed People from the Start menu. The app could still be accessed, it just wasn't listed on Start anymore. Okay whatever. Well now I've noticed that if I open up Windows Store, this freaking app keeps downloading and updating nonstop on a loop. Unlike that one known bug where fully updated apps will update anyway if you manually search for updates, this just does it completely on its own whenever the Store is open. And I'm presuming even when its closed. I know I shouldn't have messed with it in the first place but I'm anal with my visuals. Anyway, I really don't want to do a clean install for a dumb app I don't even use. Any ideas?

This HP computer I just bought with ten on it does not have the people app. It is not in the tiles, or the see all apps or found on the hard drive. Thank you for your help. Every search I did to find it with search engines only showed me how to use it.
