Windows 10: Periodically Slow Performance

After bootup, everything on my computer is perfectly fine, but moments later, things start becoming sluggish. I refreshed the page of this one certain website multiple times, each except the last time was good. The last refresh had some unloaded assets and when I refreshed again, the page was completely unloaded. After waiting a couple of moments, everything loads but this same cycle repeats. When watching videos on YouTube, I click a video and it either starts in the lowest quality or tries to load. The video downloading is also slow, so I can't consistently watch the video without it stoppi
