Windows 10: Permanent boot loop with no access to USB ports

I've just had a power outage a couple hours ago and my pc is now stuck in what I assume to be an infinite windows boot loop, based off previous information from a technician. The pc itself spins up fine but doesn't deliver any output to my monitors and won't accept USB devices mouse doesn't light up when plugged in - focusrite won't either, and will only turn off at the psu, not the power button itself. I've tried reseating the mobo battery and doing the old unplug from the wall, hold down the power button to release energy, plug back in etc. Anyone have any insight into how this could be

HP Laptop Boot Loop

I am encountering a boot loop problem with my HP laptop. Upon startup, it shows the HP logo and loading dots for about 11 seconds, then goes to a blank screen for approximately a minute before automatically restarting. The power button does not turn off during this cycle.

Troubleshooting Steps Taken:

• Tried hard reset and accessing BIOS/UEFI settings.
  
• Unable to boot into Safe Mode or recovery environment.

Any advice, troubleshooting steps, or insights into what might be causing this problem would be greatly appreciated.

USB Port Oddities


Ok, let's see it with pictures step-by-step. First right-click on the USB device and select Update driver software:





Then select Browse my computer for driver software (LAST option) :





The select Let me pick from a list of device drivers on my computer (LAST option) :





Then select the standard driver from the list and click next:





Click next/OK as required to complete installation. Repeat the steps for all Intel USB devices. Finally click on each USB root device and press DEL to delete it, reply YES when asked. After deleting all USB root devices restart the computer.
