• Can you please tell what have you done so far to troubleshoot the issue? this is to prevent the same troubleshooting steps to be provided again.
• Do you remember any changes made to your computer before the issue occurred?
• What's the current build and version of Windows 10 your computer is running? Type-in
  winver in Cortana to determine the current build and version of Windows your computer is running.
• What exactly the issues that you encounter when using your computer aside from the wallpaper issue? Also, can you please provide some screenshots of the wallpapers that you see.

unable to change the lock screen Wallpaper.

I appreciate if you could answer few questions to narrow down to the issue.

  What is the exact issue that you are facing?
  
• 
  Are you facing issues while trying to change the lock screen Wallpaper?
  
• 
  Are you not able to choose the directory where the wallpapers has been saved?
  

As an initial troubleshooting step, I suggest you to restart the computer and check if you are able to successfully change the lock screen wallpaper.

  From Desktop, right click and select
  Personalize.
  
• 
  In Personalization window, click on
  Lock Screen in the left pane.
  
• 
  And choose wallpaper you would like to apply for the lock screen by choosing the browse option.
  
• 
  Close the Personalization window.

Most of bugs Windows Phone 8.1 may be solved by simply hard reset the Phone. to expect a permanent fix for the issue that you could list I would suggest you add some suggestions on related site linked here below
